How to know if my child broke her foot?

This evening around 7:30 my 8 yr old daughter was playing baseball with her brother when the ball, which was one of the really hard not spongy balls, landed on top of her foot. She was wearing ballerina type shoes that expose the top of her foot. She cried right away and could barely put any weight on it. I had her ice it and elevate it until her dad got home to see if I should take her to the ER. There is a bruise on the top middle of her foot. She can walk but says it hurts really bad. When you touch the spot she starts crying and says it hurts like a 8 or 9 on a 1-10 scale. My husband thinks she just bruised it and that she is fine. I think it could be either bruised or fractured but he doesn't want me to take her cause he said it would be a waste. He's not mean or cheap just he doesn't think it's anything but a bruise and to wait and see if it still hurts in a day or two. What do you think? We have never had to deal with a broken bone so not sure what to look for plus my husband said they don't do anything for broken bones in the foot anyways. Any advice would be greatly appreciated.
